Precision - Minor preempt
Openings of 3 Clubs, 3 Diamonds and 3 No Trumps are covered here.
The objective of a preempt are destructive in nature. With that in mind, openings of 3C and 3D
are done with a long suit and few points.
Another way of looking at a 3 level preempt is that it should be almost trickless.
The range is 5 - 9 points. It may be stretched a bit depending on vulnerability.

3 level preempt.
It is usually better to pass and come in to the bidding later.
However, in the first or second seat vulnerable, this hand could be opened 3D.
3 No Trump
A 3 NT opening is done with a long strong minor suit, and, usually 7.5 to 8.5 tricks.

4D: Asks opener to bid singleton or void
